How to solve Congress's minimum wage dilemma

Last week the United States House of Representatives passed the $1.9 trillion COVID-19 relief package, a massive bill that should give long-overdue and desparately-needed assistance to struggling Americans. Included in the bill was a provision to increase the federal hourly minimum wage over a four-year period to reach $15 per hour. The wage increase has been a hotly debated issue within Congress and its fate largely depended on the determination of the Senate parliamentarian on whether it qualified to be part of the Senate budget reconciliation package. In the end, and perhaps not very surprisingly, the Senate parliamentarian, Elizabeth MacDonough, decided it did not. It's a complicated bureaucratic issue that I will attempt to explain in the simplest terms possible, though I admit to not having the deepest understanding of the nuances of the problem.
